JP Robinette, PE


JP founded Robinette Consulting in 2022 to help deliver major water and wastewater infrastructure projects in California and the Western US. As an experienced engineer growing up in Southern Oregon and working in California, JP understands the need for an independent firm focused on meeting the needs of agencies and partnerships. He founded a company focused on leading and managing engineering consultants, supporting boards, engaging stakeholders, supporting the negotiation of agreements, leading construction efforts, and developing an organization to take the keys and deliver results for over a century to come. JP expects that in the next decade, more and more infrastructure will be developed and operated by collaborations of agencies in the form of partnerships and joint powers authorities (JPAs), and he is dedicated to serving them. JP has over 15 years of experience as an engineer and project manager. He has led small to multi-billion-dollar water and wastewater infrastructure projects from planning through construction.

Sites Reservoir Project

Sites Project Authority, Project Controls and Plan of Finance Lead, Feb 2019 to Feb 2022

While working for Brown and Caldwell, JP recently managed project controls and the plan of finance for the Sites Project Authority’s development of the $4B Sites Reservoir Project, a 1.5 million acre-foot reservoir proposed in Northern California. JP provided support to 23 agencies as they evaluated the project for investment, culminating in four successful “go” decisions and even managing the project financials through the uncertainty of the COVID-19 pandemic and drought. JP’s leadership skills were leveraged to facilitate board-level discussions on project risks, costs, benefits, and financial obligations and their allocation to project participating agencies.

JP’s leadership contributed to the Sites Project project remaining eligible for $836M in state funding at the end of 2021!

JP accomplished these goals by leading a team of professionals with his low-ego leadership style, resulting in trusting relationships with both Authority staff and board members. His focus on building up the people side of the project to support the technical work have resulted in a high-performing team that will help implement this generational project.
